This mechanic should prevent endless wars and be more restrictive to nations who are losing wars for a long time.
We would then have a new nation stat called Military Morale.
A few factors would influence that it decreases:
1. Civilian casualties 2. Lost battles 3. Length of wars
If MM would be at 85% your military power would decrease to only 85% of what it is.
if its 0, troops are useless and will suffer massive casualties.

I agree with Titan, it seems this makes a losing nations army less powerful and thus harder to come back from defeats

Ya i don't see this helping in anyway. If you can keep attacking a nation without them being able to fight back at all that would just be silly as that would actually encourage endless wars as you can't loss. What we need is daily limits on how much troops we can recruit per day. As that balences a nation being forced to surrender as they take more damage with less military, while at a same time still being able to dish out damage fighting back. (Not to mentioned it is kindof silly to be able to instantly max your military from nothing)

VC meeting:
- Building destruction based on costs of buildings. Meaning that lower level buildings would lose more levels than high level buildings.
