Remove the useless screen that was added that we have to click though to get to our buildings. As a general website UI rule a navigation screen is a screen whose only purpose is to get you to another screen. However the navigation screen you added literality only has 1 end point taking you to the buildings you are trying to access. This makes it redundant. I would suggest moving the buildings image to your nations homepage, and then make it so we can access your building page directly from the side links.

Let me explain how does it work. The images of buildings are links. You can think of those images as a building-menu, presented in a visual way, and not just with text. So once you are on this screen, you already have direct access to buildings that you already built. If you want to have a full overview of all available buildings and details about them, then you need to open the next menu (Build button). That menu with all buildings opens in a new large screen, and shows way more details about buildings. However, opening it is not needed all the time. I took this UI/UX from the game called Heroes of Might and Magic, and I also saw it in Travian (browser based war strategy game). Its not unheard of, and I didn't come up with that. Nations at Risk is a computer game, made with web technologies, so I think of it as a game, not a website. Problem you pointed out: there is a glitch, and some buildings are not clickable, especially in the Capital City region. I am now also aware of that, and I am working on it. --- Regarding your idea: I am not sure I understood, where on the homepage would you place building images? Can you make kind of a collage of screenshots and post it here, so I can see what you mean? Similar to what Damon did here: nationsatrisk.proboards.com/thread/19/resource-bar

Like lightside said, seems redundant to click into that build link now unless I'm not sure what I'm trying to build. I don't need to hold this so I use that new quick list you added to the picture and click into the building I want to touch.... ... But at the same time especially in the capital city, it now cuts off a chunk of the left side of the picture. And because it's not sorted by building type it takes me a second to see which one I'm aiming for. Granted, I'm always on mobile so the pictures are not always visible anyway.
