Wars with inactives treated as bot wars

1. Pre-event, all existing inactive wars cleared, as expected

2. Declared on bot 1

3. Also declrared on TWO inactives (3 slots now filled)

4. Tried to declare on bot 2 - and unable to, which is the bug being reported here

The message given is that I cannot declare as I am already in 3 event wars

Yet, as stated above, I was only in ONE bot war, and still had 2 empty slots available for a further 2 bots
