Time-based limitations largely only benefit current whale nations, keeping them ahead of everyone, moreso now than ever due to time limitations put on newer nations, hurting them and discouraging new players from playing as they can't hope to catch up to these whales when limitations are placed on them.
I know I'm coming up this from a top 10 position so please correct me if I'm making some false assumptions here. I propose these time restrictions don't affect what we see right now as the nation building on Dennis. I propose the restrictions start being implemented with the next colony, presumably a colony on the moon. And then those time restrictions get multiplied again with the colony after that on Mars. If I understand the gameplay development plan, each colony will essentially look like what we see as our nations on Dennis, but will be located on the alternate planitoids. This will allow expansion of total production for larger players, but because the colonies are farther away from Dennis, a slowdown in production timers fits the role-play aspect by accounting for distance. It also can be the opposite of your concern, slowing down whales while still allowing them to expand.
I do believe there should be some degree of limitation in boosting a new player. For example, one year from now, a high level player could essentially donate 7 days of production and bring a new player to nearly full production on Dennis and get ready to expand into outer space colonies... I don't technically object to that, it's someone's choice but they do with their own resources... Resources... But I do think we do players a disservice by not giving them a chance to understand and analyze growth mechanics. If it's so cheap for experience, players to boost their new allies... So my dennid proposal would be just some kind of a restriction against boosting someone to level 30 of all buildings during their first week. I'm not sure exactly what the mechanic would look like, but conceptually I think a player should want to play and show that they want to play and show at least a few weeks of dedication before we bring them to full size Full speed gameplay. I understand this might be a minority opinion and I don't mind being overruled. ..
..But I do believe in that first paragraph my concept of implementing timers for colonies after Dennis responds to your concern about keeping whales on top.
